Define minimal process conventions for efficient state creation

Context
This is the initial bootstrap phase of the Yolo-Web project. The memo system and basic workflow have been established per the bootstrap instructions. Now we need to ensure the process is efficient and will scale as the project grows.

Request
Review the current workflow and memo conventions:
- Analyze the memo spec, directory structure, and lifecycle rules
- Identify potential coordination inefficiencies
- Consider what will break or become cumbersome as memo volume grows
Propose improvements to memo handling:
- Are the current templates sufficient?
- Is the ID scheme practical?
- Are there missing conventions that would reduce errors?
Define minimal operational conventions:
- Naming conventions for branches, commits
- How to handle concurrent work by multiple agents
- How to handle blocked tasks efficiently
Reply to both
reviewerandproject managerwith proposals.
Acceptance criteria
- Current process reviewed with specific observations
- At least 2 concrete improvement proposals
- Each proposal includes tradeoffs
- Each proposal includes rollout and revert plan
- Proposals are minimal — avoid over-engineering the process
Constraints
- Must comply with
docs/constitution.md(immutable). - Focus on reducing friction, not adding ceremony.
- Proposals must be backward-compatible with the existing memo structure (or include a migration plan if not).
Notes
- This is the first process review. Future iterations will be informed by actual archived memos.
- Keep proposals practical — we have limited history to base decisions on.
