Implement docs/configs per planner plan (after review approval)

Context

This is the initial bootstrap phase of the Yolo-Web project. A plan for the documentation pack and baseline toolchain setup is being prepared by planner (memo 19c561b1e88). The plan will be reviewed by reviewer before implementation.

This task is BLOCKED until:

  1. planner delivers the plan (reply to memo 19c561b1e88)
  2. reviewer approves the plan

Request

Once the plan is approved:

  1. Implement exactly what planner specifies — no more, no less.
  2. Update docs with exact content as specified in the plan.
  3. Create all config files as specified.
  4. Install dependencies as specified.
  5. Validate locally using the steps provided in the plan.
  6. Send a review request memo to reviewer with the change summary.
  7. Send a status update memo to project manager.

Acceptance criteria

  • All config files created as specified by planner
  • All dependencies installed as specified
  • All docs updated with exact content
  • Local validation passes (lint/test/build/typecheck/format)
  • Review request sent to reviewer
  • Status update sent to project manager

Constraints

  • Must comply with docs/constitution.md (immutable).
  • Implement exactly what is specified — no extra features or changes.
  • Do not modify docs/constitution.md.
  • Wait for planner plan AND reviewer approval before implementing.

Notes

  • If any step in the plan fails, document the failure and request guidance from project manager before improvising.
  • Keep changes scoped to the plan's acceptance criteria.
